Från och med den 1 januari 2013 ska suggor i EU får det bättre. Då ska alla suggboxar för enskilda suggor vara ombyggda till stior för grupphållning enligt ett EU direktiv. Detta eftersom de bås som används för enskilda suggor är dåliga ur djurskyddsynpunkt. Suggorna blir isolerade och ofta är båsen så små att suggorna inte ens kan lägga sig ned. Sverige har redan infört ett förbud mot individuella suggbås.
Men flera länder ligger efter med införandet av förbudet mot suggboxar för enskilda suggor. Och från och till förs diskussioner om att skjuta upp förbudet ytterligare.
EU- reglerna antogs 2001, vilket innebär att medlemsländerna har haft tolv år på sig att anpassa sin grisproduktion till de nya reglerna. Trots detta är det endast Sverige, Luxemburg och Storbritannien som nu efterlever förbudet. Nio andra länder tros kunna klara det i tid.
Det är uppseendeväckande att en majoritet av medlemsstaterna efter 12 års omställningstid inte klarar av att leva upp till de här kraven på djurskydd. Om de här kraven på bättre djurskydd skjuts upp kommer suggorna fortsätta lida, konkurrensen snedvridas och ett farligt prejudikat för framtiden skapas.
Tillsammans med de socialdemokratiska delegationerna från Danmark, Storbritannien och Irland har vi svenska socialdemokrater krävt att länderna nu lever upp till förbudet om suggbås och att EU-kommissionen vidtar åtgärder mot de länder som trots 12 års omställningstid inte klarar kraven den 1 januari 2013. För oss är det viktigt att ligga på både kommissionen och medlemsländerna nu så att alla verkligen anstränger sig för att klara kraven istället för att tro att de kommer att skjutas på framtiden.
Vi har framfört våra krav i ett brev (se nedan) till den ansvariga kommissionären John Dalli, samt i brev till de jordbruksministrar från länder som intre tros klara kraven, det vill säga till jordbruksministrarna i Grekland, Slovenien, Spanien, Polen, Finland, Österrike, Lettland, Italien, Cypern, Frankrike, Portugal, Rumänien, Malta, Nederländerna och Belgien.
Hittills har vi fått svar av de finska och polska regeringarna. 2008 fanns det totalt 13 951 200 suggor i EU. (168 000 i Sverige)

Dear Commissioner Dalli,
We are writing to ask the Commission to take stronger action to ensure that the EU ban on sow stalls is fully respected from 1st January 2013.
Despite the generous 12 years phase-out period given to producers to comply with the legislation, latest figures show that only 12 Member States should be fully compliant with the law by the end of the year. This is very disappointing and the EU appears to be heading into the same fiasco as with egg producers at the expense of continued animal suffering.
We are happy to see that the Commission is taking the issue a lot more seriously, and addressing it at a much earlier stage, than it did with the EU laying hen battery cage ban. However, we ask you for firmer action. What we need is a concrete commitment from the Commission to safeguard animal welfare, to protect producers who have adapted their system of rearing to Council Directive 2008/120/EC, and, at the same time, to effectively guarantee the passage of the new legislation, avoiding distortions in terms of market competition.
Not enforcing the ban would have a wide impact across the EU. It would be detrimental and unfair to all the farmers who have made significant investments to convert to group housing ahead of the deadline. It would distort the market and let millions of pregnant sows and gilts continue to suffer. Last but not least, by allowing producers to break the law and continue selling illegally produced pig meat, the Commission would undermine EU legislation and credibility and thus citizens’ confidence in EU rule-making.
No derogations therefore should be granted under any circumstances to those who will not comply with the ban. Marketing of illegal pig meat cannot be permitted in any form and infringement procedures have to be enacted against non-compliant member states from day one of the ban. We have to stand up for all of those farmers who have invested and complied with this legislation, and for the public who have awaited this ban for more than a decade.
